Lowes Creek Maryland Development: Every Project and Status

Lowes Creek Maryland is the 2021 growth precinct west of The Northern Road at Bringelly, and now, in 2026, it finally looks like a suburb. Currently, there are 8 live projects across a precinct that allows up to 7,000 homes. That said, the biggest news this year is a name and a road deal. First, the state gazetted Barker as the new suburb covering much of the land. Then Cameron Brae signed a planning agreement on 29 May 2026 to build the main road into its 2,100-lot Birling estate. On the southern side, the planning panel also approved a 246-lot Maryland Estate subdivision in December 2025.

Where is Lowes Creek Maryland?

The precinct sits in Camden Council on the west side of The Northern Road, between Bringelly (postcode 2556) and Cobbitty (2570). It’s about 45 km south-west of the Sydney CBD in a straight line, 5 km north of Oran Park Town Centre and 8 km from the Aerotropolis. There’s no train line yet, so the nearest station is Leppington on the T2 and T5 lines. The new suburb of Barker (also 2556) now covers part of it, too (don’t confuse it with Maryland near Newcastle).

Lowes Creek Maryland Development — The Pipeline

This list draws on the NSW Planning Portal, the Sydney Western City Planning Panel register and the state planning agreements register. Camden Council’s planning proposal pages and its DA notices were also checked. So these are the projects that have a number, a developer and a paper trail. In fact, no refused or withdrawn applications were found in the precinct.

Read down that table and the shape of the precinct is clear enough: two estates already selling, a town centre and a childcare centre approved, and a much larger proposal at the back of it that has not reached a development application yet. The numbers behind those rows are worth pulling out on their own.

Where the Projects Sit in Lowes Creek Maryland

Those figures only mean something once you can see where each project actually sits. Almost everything in this article runs along a single stretch of The Northern Road between Bringelly and Cobbitty, so the satellite view below is the easiest way to orient yourself before working through the projects one at a time.

Every project in this list has a The Northern Road address, so the street numbers tell you where you are. For example, Birling and its village centre sit up north at 955 to 975, by the Lowes Creek Link Road junction. Heading south, you pass 945A, then the Maryland Estate at 877 and 773, and finally Nonorrah at 751. The heritage-listed Maryland homestead sits in the middle, while Lowes Creek itself runs through the precinct as a green corridor. After that, Oran Park is about 5 km further south.

PROJECT 1 — Up to 7,000 homes in the Lowes Creek Maryland precinct rezoning

Status: Rezoned 16 July 2021; development control plan in force since 21 December 2021; contributions plan reviewed by IPART in December 2023

Everything else in this post depends on this plan, so it’s the place to start. The NSW Government’s precinct page says the state rezoned the land on 16 July 2021. It allows up to 7,000 new homes and 2,200 new jobs, as well as a local centre, a new school and a community facility. The draft plan went on exhibition back in late 2018, so it took almost 3 years to reach a decision. Camden Council’s development control plan then came into force on 21 December 2021.

How the local centre and school site are laid out now

But the council’s plan goes well beyond the headline figures. The latest version, revised in September 2025 for the Birling changes, is the one used. For example, it places a 6.18 ha local centre in the middle of the precinct, next to the old Maryland Estate outbuildings. That centre allows up to 20,000 m² of retail floor space. There are also 2 smaller neighbourhood centres in the west, capped at 3 storeys and 12 m. Next, the plan marks a combined primary and high school site near the local centre. In addition, it adds a mixed-use entry area, a bulky goods strip and a highway service centre along The Northern Road.

The money side matters too, especially to anyone buying a lot. In its December 2023 final report, IPART put the total reasonable cost of the plan at around $442 million. In short, the rate works out to about $67,500 for a typical house. The levy pays for local roads, open space and stormwater, but not schools or Sydney Water pipes. Currently, Camden’s version sits in Amendment 3 of its Growth Areas Contributions Plan. The council still updates the land value index each quarter, so the exact rate shifts.

PROJECT 2 — 2,100 lots at Birling, 975 The Northern Road

Status: Rezoning amendment finalised August 2025; stages approved and settling; planning agreement executed 29 May 2026

Address: 955, 965 and 975 The Northern Road, Bringelly. Developer: Cameron Brae Group, through Birling Estate Developments Pty Ltd. This is the largest project in Lowes Creek Maryland, and it’s also the one that’s furthest along. It covers the northern part of the precinct.

Cameron Brae first had to change the 2021 layout. Its planning proposal (council reference PP/2021/14/1, state reference PP-2021-7362) realigned roads, moved open space and reshaped the neighbourhood centre. It also changed housing density. Gateway approval came on 17 January 2024, and exhibition then ran from February to March 2024. Eventually, the state published the final amendment on 8 August 2025. After that, the updated control plan took effect on 2 September 2025.

Birling sales and approvals so far

However, sales started well before the paperwork finished. For example, in June 2026 the Macarthur Advocate reported that Birling’s first 2 stages had sold and settled. More stages are now on the market. In addition, a traced subdivision DA, 2024/496/1, covers 234 Torrens title lots and 10 residue lots. Camden exhibited it from 25 October to 21 November 2024. A later modification to that consent covers zero-lot-line easements, so that stage clearly has approval. New houses are now going up on streets such as Flindersia Circuit, which already carry a Barker address.

Why the SR.1 road deal matters for Lowes Creek Maryland

That said, the bigger 2026 news is the road deal. The state planning agreement covers a staged subdivision of up to 2,100 lots and up to 3.25 ha of commercial land. In return, Cameron Brae must build and hand over the SR.1 sub-arterial road west of The Northern Road. That means at least 4.15 ha of road, dual carriageway at first and then single, with 2 roundabouts and 1 set of traffic lights. Cameron Brae also has to deliver an instalment of those works before each relevant subdivision certificate. Public notification ran from 17 December 2025 to 4 February 2026, and the parties eventually executed the agreement on 29 May 2026.

There’s also a traffic trigger worth knowing. In particular, the control plan requires a signalised dual left turn at the western approach of The Northern Road and Lowes Creek Link Road. That turn has to be in place before Birling passes 1,200 lots. Updated traffic modelling can remove that need, but only if the council and state agencies accept it. Cameron Brae currently targets completion of all 2,100 homes by 2033. The estate is also covered in more detail in the Bringelly and Birling breakdown.

PROJECT 3 — $67m Birling Village centre at 955 to 975 The Northern Road

Status: DA exhibited from January 2026; no determination found on public registers as of October 2026

Address: 955 to 975 The Northern Road, Bringelly. Developer: Cameron Brae Group. In short, this is the shopping centre locals have been waiting for. According to The Urban Developer, the plan has a $67 million price tag. It also has 10,760 m² of floor area on a 34,731 m² site. For instance, it includes a supermarket, an indoor swim centre and a health services facility. There are also food outlets, bulky goods, offices and an 800 m² tavern. In addition, there would be 395 car spaces at ground level.

Hames Sharley designed it, drawing on the area’s rural sheds. However, Cameron Brae hasn’t named the supermarket operator yet. The tavern has only a concept approval request so far, so a final design will come later. The centre’s DA number also could not be found on the panel register or in the council’s weekly approval lists. So treat it as under assessment until a decision appears.

PROJECT 4 — 124-place childcare centre at 975 The Northern Road

Status: Lodged 25 September 2025; listed as “Returned to council” on the planning panel register

Address: 975 The Northern Road, Bringelly. Application: DA/2025/499/1, panel reference PPSSWC-643. The plan is a 124-place childcare centre with a capital value of $6.25 million. It also includes building and dedicating a road, a boundary adjustment and landscaping. Initially, the application went to the Sydney Western City Planning Panel on 8 October 2025. Since then the register has shown it as returned to council, which usually means Camden decides it, not the panel. Trade press has reported that a Birling childcare centre already has approval. However, that report could not be matched to this DA.

PROJECT 5 — 257 lots at Nonorrah Estate, 751 The Northern Road

Status: Approved December 2024 by the Sydney Western City Planning Panel (deferred commencement)

Address: 751 The Northern Road, Bringelly. Applicant: VE Estate Developments Pty Ltd, part of the Vitocco family’s group. Application: DA/2023/632/1, panel reference PPSSWC-377, with a capital value of $58.93 million. It creates 257 home lots, 8 lots for future development and 5 lots for open space and drainage. The developer will also build 60 semi-detached homes, 4 houses and 3 garage studios itself. Vitocco’s own site, however, describes Nonorrah as about 360 homes at completion, with a 9,300 m² park.

What still has to happen before Nonorrah starts

But the approval came with strings. The panel’s statement of reasons says the consent only becomes active once 3 things happen. First, the nearby Greenlife Resource Recovery Facility has to make a permanent change that keeps odour at the nearest homes below 2 odour units. Second, the council has to resolve planning for the adjoining sub-arterial road (a separate application, DA/2024/467/1). Finally, the owner must release an easement and covenant over the land. One panel member voted against the odour condition, though. The panel majority still called new housing in the area “both inevitable and beneficial”.

In January 2024, the EPA hit Greenlife, the same Bringelly green waste site, with a prevention notice over asbestos in mulch. It later resumed under tighter licence conditions. Yet no public record was found that the deferred conditions have been met. So it is worth checking with the developer before assuming Nonorrah work starts soon.

PROJECT 6 — 246 lots at the Maryland Estate, 773 and 877 The Northern Road

Status: Approved 16 December 2025 (Sydney Western City Planning Panel, unanimous)

Address: 773 and 877 The Northern Road, Bringelly. Developer: Maryland Estate Developments, with plans by The Planning Hub and homes by DC8 Studio. Application: DA/2024/458/1, panel reference PPSSWC-448, with a capital value of $61.14 million. This approval covers stages 1 and 10. It creates 246 home lots, 13 superlots and 3 residue lots. The developer will also build 30 houses, 6 semi-detached homes, 53 attached homes and 1 studio, plus roads and a basin.

Why move-in dates still depend on the odour condition

The developer lodged it on 19 September 2024, and the decision then took 15 months. The panel approved a clause 4.6 variation that shrinks the homestead lot from about 9.55 ha to 7.3 ha. That’s even though the minimum lot size there is 30 ha. In addition, it found the subdivision won’t significantly affect the state-listed Maryland homestead, about 400 m north. The panel also added a condition about the green waste facility roughly 350 m east. No occupation certificate can issue for the homes until an environmental engineer confirms the facility has closed or won’t cause offensive odour.

That odour condition matters for timing, especially for buyers. Civil works can go ahead, but people can’t move in until someone settles the odour question. The homestead itself is also worth knowing about. In fact, Thomas Barker built the Maryland Estate, and the new suburb takes his name. The control plan describes its winery and store as possibly the oldest surviving winery complex in Australia.

PROJECT 7 — About 3,600 homes proposed at Mt Maryland Estate

Status: Proposed by the developers; no DA or planning panel record found

Currently, Vitocco Enterprises lists Mt Maryland as a future project with the Cameron Brae Group. It says the estate would have about 3,600 homes and a K-12 school, as well as sports fields and a town centre. That matches the combined school site and local centre in the state plan, so this looks like the precinct’s core. But no lodged application, site address or timeline for it was found. Its “1,300 hectare” size on the developer’s site also doesn’t match the official precinct area of roughly 517 to 530 ha. Until a DA appears, the figures are best treated as marketing, not approvals.

PROJECT 8 — 17 lots at 945A The Northern Road

Status: Before Camden Council (reported January 2026); no decision found

Address: 945A The Northern Road, Bringelly. It’s a small one, but it sits right next to the proposed Birling Village. The Urban Developer reported a 17-lot Torrens title subdivision on a 7,456 m² site before Camden Council. However, the report didn’t name the applicant, and the DA number was not found in the council’s public notices. For neighbours, it shows how smaller landholders are now filling the gaps between the big estates.

The Infrastructure Behind the Growth

The Northern Road. This is the precinct’s spine, and it’s now finished. Transport for NSW finished the 11.3 km section between Peter Brock Drive at Oran Park and Mersey Road at Bringelly in December 2020. It now has 2 lanes each way, room to widen to 6 lanes, and 9 upgraded intersections with lights. Transport values the whole Northern Road program at $1.6 billion. Transport also widened Bringelly Road, the link east to Leppington, to 2 lanes each way in a $509 million upgrade.

Local roads. The SR.1 sub-arterial road west of The Northern Road is now locked in through Cameron Brae’s planning agreement. Other local roads, parks and drainage, however, come out of the $442 million contributions plan. Developers then pay into it in stages as they create lots.

Trunk wastewater mains have to be in the ground before lots can settle, which is why the sewer timing drives everything else.

What’s still missing: Lowes Creek Maryland sewer, schools and rail

Sewer. This is the piece to watch most closely, because it unlocks the wider precinct. Sydney Water’s Upper South Creek Networks Program, worth $2 billion, has a “Lowes Creek Precinct” in its stage 2. Sydney Water plans 1 pumping station and around 12 km of wastewater pipes there. About 4 km is due in 2027 and the rest in 2028. After that, Sydney Water expects the work to finish in 2029. Its catchment also takes in Catherine Field and part of Oran Park.

Where the nearest schools and train are now

Schools. The precinct plan reserves a site for a combined primary and high school near the local centre. However, School Infrastructure NSW hasn’t announced a project for it. Instead, the nearest funded new school is a primary school on Charles McIntosh Parkway at East Cobbitty. It will have 24 classrooms, 3 support classrooms and public early learning. School Infrastructure NSW then posted a works notice for it in July 2026. The 2026-27 NSW Budget also names a new Oran Park North primary school. For now, Bringelly Public School is the closest existing public school.

Airport and jobs. Western Sydney International is about 8 km away. The Aerotropolis jobs story is also covered in the Bradfield and Aerotropolis Core guide. Still, no one has planned or funded a rail line to the precinct. So buses run along The Northern Road, and Leppington station is the nearest train.

What’s Next to Watch in Lowes Creek Maryland Development

The next 12 to 24 months should bring the precinct’s first shops and a lot more homes, so these are the milestones to track.

  • A decision on Birling Village. The next step is a determination on the $67 million centre. That’s especially important, since it brings a supermarket within walking distance for Birling buyers.
  • The childcare centre. Also watch for Camden Council to decide the 124-place centre at 975 The Northern Road.
  • SR.1 road works. Under the planning agreement, each road instalment arrives before the matching subdivision certificate. So watch the highway frontage for new intersection works as Birling grows.
  • The Lowes Creek Link Road turn lanes. Watch for the signalised dual left turn as Birling heads toward 1,200 lots, unless new modelling shows it’s not needed.
  • Sydney Water’s sewer program. Right now, Sydney Water plans to start building about 12 km of pipes in 2027. In short, that’s the step that opens up the wider precinct.
  • A school announcement. The plan reserves the site. The next step is for School Infrastructure NSW to name and fund it, which hasn’t happened yet.
  • Mt Maryland Estate. Watch for the first DA for the central 3,600-home estate, especially since it would set out the local centre.
  • South Creek West Sub-precinct 5. Just south, a Cobbitty rezoning for about 2,650 homes and a primary school finished exhibition on 7 September 2026. A state decision is the next step.

Editorial take

Lowes Creek Maryland is now a 2-speed precinct. Birling, at the northern end, is real, because it has settled lots, a suburb name, an executed road agreement and a shopping centre in the system. The southern estates have approvals, but both depend on a green waste facility nobody has fixed yet. Until that’s resolved, the south can be expected to lag Birling by a few years. In short, the 7,000-home figure is a ceiling, not a forecast. The school and local centre also depend on Mt Maryland moving from a brochure to a DA.

New residential street under construction in a south-west Sydney release area, with completed two-storey homes on one side and houses still being framed on the other
The pattern Lowes Creek Maryland will follow: finished homes on one side of the street, frames still going up on the other.

Still, the location is hard to argue with. It’s 5 km from Oran Park’s town centre and 8 km from the airport. It also fronts a highway that Transport has already upgraded. That’s more than many growth precincts had at this stage. If you’re comparing options nearby, Catherine Field also shares the same Sydney Water timing. Leppington, meanwhile, has the train line this precinct lacks. So buy here for the land and the road access, then treat the school and town centre as later bonuses.

Questions locals are asking

Is my address Bringelly, Cobbitty or Barker?

Initially, Camden Council proposed the new suburb of Barker, between Bringelly and Cobbitty. The Geographical Names Board then consulted on it in mid-2025. After that, the Board gazetted it in 2026, and new Birling streets already use “Barker NSW 2556”. Older The Northern Road addresses still appear as Bringelly on planning records, so check your title or council rates notice.

When will there be a school in Lowes Creek Maryland?

There’s no date yet. The precinct plan reserves a site for a combined primary and high school near the future local centre, but School Infrastructure NSW hasn’t announced it. For now, the new East Cobbitty primary school on Charles McIntosh Parkway is the nearest funded one.

How much are developer contributions per lot?

IPART’s December 2023 review put the rate at around $67,500 for a typical house. Camden indexes it over time, so ask the developer whether contributions are already paid on the lot you’re buying.

Will the airport noise affect the precinct?

The precinct is about 8 km from the Aerotropolis, and Birling is about 7 km south of the airport. Still, check the official flight path and noise maps for your exact lot. The airport suburb guide also compares how nearby suburbs sit relative to the runway.
